Frequently Asked Questions about SEAP Consultancy
Questions about public tenders, the SEAP platform or working with Expertia? Find the answers below. If you can’t find what you’re looking for, feel free to contact us at any time.
About the SEAP platform
SEAP (Sistemul Electronic de Achiziții Publice — the Electronic Public Procurement System), also known as SICAP, is the online platform through which Romanian public authorities publish procurement procedures and through which companies can submit bids. Any contract funded by public money — central government, local councils, hospitals, schools — is awarded through this platform.
Yes, a SEAP account is mandatory in order to submit bids. The registration process involves creating a profile on the SICAP platform, registering the company and setting up a qualified digital certificate. We handle this entire process on your behalf.
The full registration process takes an average of 5–10 working days, including obtaining the digital certificate. We recommend starting the process at least two weeks before the submission deadline of the first tender you wish to bid on.
The main types are: open tender, simplified procedure, direct procurement, negotiation without prior publication and framework agreement. Each has different value thresholds and requirements. We advise you on the most appropriate approach depending on the type of procedure you wish to enter.
About documentation
The documentation varies by procedure, but generally includes: the ESPD (European Single Procurement Document), the technical proposal, the financial proposal, and qualification documents (tax certificates, criminal record, financial statements, similar references). We analyse the data sheet for each procedure and prepare exactly what is required.
The ESPD (European Single Procurement Document, known in Romania as DUAE) is a standardised declaration through which the bidder confirms it meets the required qualification criteria. Incorrect or incomplete completion of the ESPD is one of the most common causes of disqualification. That is why we carefully review every field before submission.
Unfortunately, yes. Public procurement legislation is strict, and contracting authorities can reject a bid if documents are missing, if the ESPD is incomplete or if the technical proposal does not fully address the tender specifications. That is precisely why a double check before submission is essential.
About working with Expertia
Yes. Many procedures do not require proven prior experience, especially those with lower values or direct procurement. We help you identify tenders suited to your company’s current profile and gradually build a portfolio of awarded public contracts.
No. The entire process can be carried out online — documents sent by email or WhatsApp, communication by phone or video call. We work with companies across Romania. Your involvement is limited to providing your company’s documents and electronically signing the final bid.
We review the outcome together to understand what drove the award decision — price, technical score or another criterion. This analysis allows you to refine your strategy for future procedures. If there are legal grounds, we can also assist you in lodging a challenge before the CNSC.
Yes, we work with companies from all over Romania. The process is 100% online, so location is not an obstacle. We have clients from various counties and sectors, from IT and construction to medical services and logistics.
Costs & fees

Yes. The first conversation is free and carries no obligation. We review the tender or your company’s situation and explain clearly what participation involves, what documents are needed and what the next steps are. Only after that, if you wish to proceed, do we agree on the terms of the engagement.
